The “Maryland Auto” Program provides car insurance coverage to state residents who have been refused a policy by two (or more) insurance carriers. Common reasons for denial of coverage include: high-risk operators residing in your household, bad or no credit, multiple speeding tickets, prior or current lapsed coverage, and major moving violations (DUI and DWI).
An active and current driver’s license is required to apply for a policy. The policy limits will equal or exceed Maryland’s minimum liability limit requirements. They are: $30,000 per person and $60,000 per occurrence for bodily injury, and $15,000 property damage per accident. Uninsured motorists protection is also required with the following minimum limits: $30,000 per person and $60,000 per occurrence for bodily injury, and $15,000 property damage per accident.
PIP (Personal Injury Protection) is not requited, and may be excluded for a lower rate. Lost income and healthcare expenses (maximum $2,500 per person) is provided for yourself and all passengers in the vehicle you are operating. Regardless of who is at fault in the accident, benefits are paid. Financed and leased vehicles will require collision and comprehensive coverage. Maximum deductible limits will apply. Substitute rental car coverage is optional.
When a vehicle is insured with full coverage (collision and comprehensive), a 24-7 roadside assistance and towing service is included with no charge. locksmith services, battery charges, and tire changes are included in the free service. Towing distances further than 15 miles can result in an extra charge. “National Safe Drivers” is the partner utilized by the Maryland Auto Program.

All Maryland auto insurance agents and brokers must obtain their state property and casualty license from the State Department of Insurance. Also, the minimum age limit is 18, and once licensed, continuing education credits of 24 hours every two years is required. Three hours of ethics training must be included in the 24 hours.
A non-mandatory pre-licensing course should be completed. Upon completion, the chances of passing the official licensing exam and test substantially increase. The Property and Casualty exam for the state must be passed before marketing policies. Prometric administers the process. They have more than 30 years of experience assisting insurers.
The application for a license (once the exam is passed) is handled by NIPR (National Insurance Producer Registry. The fee is $54 which does not include possible transaction fees. Additional fees include $100 or $200 (Surplus Lines Broker), $200 (Advisor), $5 (Motor Club Representative), $50 (Public Adjuster), and $250 (Viatical Settlement Broker). Note: Exams are not required for advisor, motor club representative, surplus lines broker, and viatical settlement broker.
The Maryland Insurance Administration is a state agency that serves the general public and the insurance industry. Providing fair prices, an easy claims process, and understandable coverage are several functions of the Administration. Purchasing “appropriate coverage” helps lessen the possibility of potential future issues. Assistance with contested claims can save time and money. Enforcement of regulations and statues help keep consumers safe.
Additional duties of the MIA include: approve and review contract forms and rates, investigate possible fraudulent activities, regulation of carriers and brokers, handle licensing of producers in the state, examine the solvency of insurers to protect consumers, and thoroughly investigate consumer complaints.
